AN ACT CONCERNING MOBILE MANUFACTURING TRAINING LABS AND MANUFACTURING INDUSTRY INPUT IN CAREER TECHNICAL EDUCATION AND COMMUNITY-TECHNICAL COLLEGE CURRICULUM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Commissioner of Economic and Community Development, in collaboration with the Labor Commissioner, shall pursue opportunities to establish public-private partnerships for the operation of one or more mobile manufacturing training labs that shall support manufacturing careers by providing services that may include, but need not be limited to, continuing education for manufacturing employees and demonstration of advanced manufacturing to middle and high school students. Additionally, the commissioner shall explore potential funding sources for such mobile manufacturing training labs, including, but not limited to, shared resources with private partners, in-kind contributions and the Connecticut Manufacturing Innovation Fund, established pursuant to section 32-7o of the general statutes. Not later than January 1, 2019, the Commissioner of Economic and Community Development shall submit a report on the commissioner's findings, recommendations and any public-private partnerships initiated for the operation of mobile manufacturing training labs to the joint standing committees of the General Assembly having cognizance of matters relating to commerce and labor, in accordance with the provisions of section 11-4a of the general statutes.

Sec. 2. Section 10-18e of the 2018 supplement to the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2018):

For the school year commencing July 1, 2018, and each school year thereafter, the Department of Education shall develop, and update as necessary, uniform standards and curriculum for all career technical education programs offered by local or regional boards of education. The department may adopt existing uniform standards and curriculum when developing such uniform standards and curriculum under this section. Such uniform standards and curriculum shall be aligned with any relevant professional certification requirements. The department shall solicit input from representatives from the manufacturing community in the development of the standards and curriculum relating to manufacturing. The department shall make available, and provide technical assistance relating to the implementation of, such standards and curriculum to any local or regional board of education that offers a career technical education program.

Sec. 3. Section 10a-72c of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2018):

There is established a council to advise the Board of Trustees of the Community-Technical Colleges in the performance of its statutory functions relating to technical and technological education. The council shall consist of: (1) The Commissioner of Economic and Community Development and the Labor Commissioner, (2) one technical or technological education faculty member from each of the community-technical colleges appointed by the chief executive officer of each such institution, (3) one technical or technological education student from each of the community-technical colleges elected by the student body of each such institution, and (4) one member appointed by the Commissioner of Economic and Community Development, who shall represent the manufacturing industry.

This act shall take effect as follows and shall amend the following sections:
