Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective October 1, 2018) (a) For the purposes of this section, "speed detecting camera" means a device that is designed to automatically record the image of the license plate of a motor vehicle that is traveling at a speed in excess of the speed limit established for a highway, road, street or parking area and indicates on the recorded image produced the date, time, location of the violation and the speed of the motor vehicle.

(b) The Department of Transportation, in consultation with the Office of Policy and Management and the Department of Emergency Services and Public Protection shall establish a pilot program to allow for not more than four municipalities to install speed detecting cameras at no more than five intersections in the municipality and no more than five intersections located in school zones in the municipality. Municipalities shall apply to the Commissioner of Transportation in the manner and form directed by the commissioner for inclusion in the pilot program.

(c) Not later than January 1, 2020, the commissioner shall submit a report on its findings regarding the pilot program and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to transportation, in accordance with the provisions of section 11-4a of the general statutes.

Sec. 2. (NEW) (Effective October 1, 2018) The Commissioner of Transportation shall, on Interstate 95 between the towns of Old Saybrook and East Lyme, erect and maintain speed warning signs for the guidance of persons traveling thereon and shall erect and maintain such speed signs as approved by the Office of State Traffic Administration.

This act shall take effect as follows and shall amend the following sections:
