AN ACT CONCERNING THE GENERAL FUND BUDGET.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Secretary of the Office of Policy and Management and the State Comptroller, in consultation with the Office of Fiscal Analysis, shall review the process by which appropriations are made from the General Fund in the state budget. The review shall include, but not be limited to, consideration of the process by which: (1) State agencies determine and submit estimates of expenditure requirements for each fiscal year of the ensuing biennium; (2) the Governor prepares and submits to the General Assembly a budget document, including General Fund appropriations, for the ensuing biennium; and (3) the General Assembly enacts the state budget act, including General Fund appropriations, for the ensuing biennium. On or before October 1, 2018, the secretary shall submit, in accordance with the provisions of section 11-4a of the general statutes, the results of the review to the joint standing committee of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies. Such results shall include recommendations for revisions to the process for making appropriations from the General Fund in the state budget and any legislation necessary to implement such revisions.

This act shall take effect as follows and shall amend the following sections:
