Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Department of Mental Health and Addiction Services, in consultation with the Department of Public Health and the Department of Children and Families, shall study the funding of mental health facilities and other mental health service providers in the state. Such study shall include an evaluation of the availability of inpatient beds for treatment of children diagnosed with mental health or substance use disorders and the admission of such children to the emergency department when such beds are unavailable. Not later than January 1, 2019, the Commissioner of Mental Health and Addiction Services shall report, in accordance with the provisions of section 11-4a of the general statutes, regarding the findings of such study to the joint standing committees of the General Assembly having cognizance of matters relating to public health and children.

This act shall take effect as follows and shall amend the following sections:

To require a study of funding for mental health services in the state to ensure that children with mental health needs are admitted to facilities that can provide appropriate treatment.
