REASONS FOR BILL:

This will require that any department, agency, or institution that provides health care services at the expense of the state submit an annual report to the Secretary of the Office of Policy and Management.

RESPONSE FROM ADMINISTRATION/AGENCY:

Sen. Ted Kennedy, 12th District supports the bill because it would stop health insurance companies from denying coverage and reimbursement to policyholders' children for needed mental health treatment which is shifted onto the taxpayers. The bill will create a way for the state to be reimbursed for these expenses at a later time.

Ted Doolittle, The Office of the Healthcare Advocate supports the bill because it finds ways of reducing the state expenses associated with healthcare services, while minimizing any incentive that state agencies may have to reduce. The concept is modeled after the OHA-DCF collaboration. The collaboration has” families of children engaged in the DCF Voluntary Services program who also have commercial insurance are connected with OHA staff. OHA then works with the family, providers and DCF staff to promote effective and timely coordination of benefits, and the maximization of alternate payment sources.” The project, since 2012, has resulted in nearly $6.2 million in direct savings. They feel that this model can be used for other state agencies that pay for healthcare services to save money in the future.
