REASONS FOR BILL:

This bill is intended to provide the public with an opportunity to weigh in on proposed construction projects by requiring municipalities hold public hearings on proposed construction projects with an estimated value of more than twenty-five million dollars. This requirement is supposed to add an additional level of transparency to the contracting of municipal projects.

President, Chris Fryxell, Associated Builders & Contractors of Connecticut:

The Associated Builders & Contractors provided testimony in favor of SB 272. They stated that this bill was an important in providing the public with transparency in large municipal project contracting. They also requested some additional language to “clarify that the topics covered during such public hearings include, but not be limited to, project delivery and procurement, financing and reimbursement, labor, and minority and small business participation goals.”
