To require the office of higher education to study issues relating to higher education in the state.

Substitute language:

- Replaces original bill language with same language as HB 5031.

- Lines 5-10: adds student eligibility language inspired by DACA eligibility language.

- Lines 21-29: adds affidavit language as an eligibility condition.
