Explanation

The bill extends, by one year, the town of Durham's water diversion permit waiver, allowing the municipality to annually withdraw up to 100,000 gallons of water per day for three consecutive days associated with the Durham Fair. The town currently has the authority for this waiver in FY 19.

Since a permit for this volume of water carries a daily fee of $2,050, waiving the fee for three days results in a revenue loss to the Department of Energy and Environmental Protection (DEEP) of $6,150 in FY 20, and a commensurate savings to the town of Durham of $6,150.
