Explanation

The bill results in a potential cost to various municipalities and the Connecticut Education and Career System (CTECS) as it imposes a moratorium on installing ground cover made with any material that contains shredded or ground rubber recycled from motor vehicle tires (“crumb rubber”) on a municipal or public school playground. To the extent that a municipality or the CTECS were to plan to use recycled tire rubber during the moratorium, there is a potential cost with having to select a more expensive alternative.

The cost will vary based on: 1) the alternative product that is selected and 2) the amount of the chosen alternative required to complete the project.

The Out Years

The annualized ongoing fiscal impact identified above would continue into the future subject to changes in the cost of products chosen to replace recycled rubber, and the length of the moratorium.
