OLR Bill Analysis
AN ACT CONCERNING STUDENT AND ALUMNI MEMBERSHIP ON THE BOARD OF TRUSTEES FOR THE UNIVERSITY OF CONNECTICUT.
This bill increases the number of UConn Board of Trustee members from 21 to 23 by adding two more student trustees: one undergraduate student elected by the undergraduate student body and one graduate student appointed by the governor. Thus, under the bill, the board will have a total of four student trustees: two elected undergraduates, one elected graduate student, and one appointed graduate student.
By July 1, 2019, the bill requires (1) UConn undergraduate students to elect an additional undergraduate student trustee to serve a one-year term and (2) the governor to appoint an additional graduate student trustee to serve a two-year term. This graduate student must be enrolled in the School of Law, School of Medicine, School of Dentistry, or School of Social Work or be a graduate student in a UConn school or college. Both of these student trustee positions (1) carry two-year terms after their initial terms and (2) must be filled by students enrolled as full-time students for the duration of their terms.
Additionally, the bill allows elections for alumni trustees to be conducted using electronic ballots. Current law requires such elections to be conducted by mail using paper ballots.
The bill also makes various technical changes.
