Strike everything after the enacting clause and substitute the following in lieu thereof:

"Section 1. (Effective from passage) (a) There is established a task force to (1) examine the state's system for fingerprinting and processing of state and national criminal history records checks, conducted in accordance with the provisions of section 29-17a of the general statutes, for employees, applicants for employment, substitute teachers and volunteers of local and regional boards of education, interdistrict magnet school operators and regional educational service centers, and (2) make recommendations for the improvement of such system.

(b) The task force shall consist of the following members:

(1) The Commissioner of Emergency Services and Public Protection, or the commissioner's designee;

(2) The Commissioner of Education, or the commissioner's designee; and

(3) One representative from each of the following associations, designated by the association, (A) the Alliance of Regional Educational Service Centers, (B) the Connecticut Association of Public School Superintendents, (C) the Connecticut Association of Boards of Education, (D) the Connecticut Association of Schools, (E) the Connecticut Education Association, and (F) the American Federation of Teachers-Connecticut.

(c) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the designating association.

(d) The representative from the Alliance of Regional Educational Service Centers shall serve as the chairperson of the task force. Such chairpersons shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.

(e) Not later than January 1, 2019, the task force shall submit a report on its findings and recommendations to the joint standing committees of the General Assembly having cognizance of matters relating to education and public safety and security, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or January 1, 2019, whichever is later."

This act shall take effect as follows and shall amend the following sections:
