"AN ACT CONCERNING MINIMUM EMPLOYEE WAGES FOR PROVIDERS OF STATE-CONTRACTED HUMAN SERVICES."

Strike everything after the enacting clause and substitute the following in lieu thereof:

"Section 1. (Effective from passage) (a) For purposes of this section, (1) "employee" means any privately employed person who provides human services, including, but not limited to, any person who receives compensation pursuant to a contractual arrangement with a private human services provider who is not directly employed by such provider, and (2) "human services" means any of the services administered by the Departments of Correction, Housing, Public Health, Social Services, Children and Families, Developmental Services, Rehabilitation Services and Mental Health and Addiction Services, the Office of Early Childhood and the Judicial Department that involve direct care of eligible persons, including, but not limited to, medical services, mental health and addiction treatment, nutrition and housing assistance, services for children, persons with intellectual and developmental disabilities and residential and habilitative services.

(b) The Secretary of the Office of Policy and Management shall allocate available funds for the fiscal year ending June 30, 2019, to provide a one per cent cost-of-living adjustment to employees who provide human services. The secretary may reduce rates for any private provider of human services that receives such funds to provide such cost-of-living adjustment to employees but fails to provide such adjustment.

Sec. 2. (Effective from passage) The sum of eighteen million dollars is appropriated to the Office of Policy and Management, from the General Fund, for the fiscal year ending June 30, 2019, for the purpose of providing a one per cent cost-of-living adjustment to employees who provide human services as such employees and human services are defined in section 1 of this act."

This act shall take effect as follows and shall amend the following sections:
