S.B. No. 1003 (RAISED) JUDICIARY. 'AN ACT CONCERNING REVISIONS TO VARIOUS STATUTES CONCERNING THE CRIMINAL JUSTICE SYSTEM', to (1) make technical and other changes to the statute permitting state action to abate public nuisance; (2) provide for the use of electronic signatures in certain reports; (3) ensure that all law enforcement professionals who work for the state or a municipality are covered for purposes of indemnification; (4) make restitution orders in criminal cases enforceable for the same duration as in civil matters; (5) provide for criminal lockout protection to tenants of nonresidential properties; (6) provide an enhanced penalty for victims of larceny who have been deemed incapable by the probate court; (7) correct statutory citations; (8) update the purpose of the eyewitness identification task force to include emerging technologies; and (9) repeal a reporting requirement duplicative of the reporting requirement of section 17b-99b of the general statutes.

'AN ACT CONCERNING A VICTIM'S RIGHT TO INFORMATION ABOUT THE ARREST, PRETRIAL RELEASE AND INITIAL COURT APPEARANCE OF THE ACCUSED', to provide information to the victim of a crime concerning the arrest, pretrial release conditions for the person arrested for such crime and initial court appearance of such person.

S.B. No. 1005 (RAISED) JUDICIARY. 'AN ACT CONCERNING TECHNICAL CHANGES TO STATUTES IN THE PENAL CODE', to make technical changes to the penal code.

S.B. No. 1007 (RAISED) EDUCATION. 'AN ACT CONCERNING THE COLLECTION AND REPORTING OF DATA RELATING TO SPECIAL EDUCATION EXPENDITURES AND THE INTENTIONAL UNDERBUDGETING OF SPECIAL EDUCATION', to require the Department of Education to annually collect and report on data relating to local special education expenditures and to permit the Commissioner of Education to withhold education cost-sharing grant funds to any board of education that intentionally underbudgets its estimated special education expenditures.

S.B. No. 1008 (RAISED) EDUCATION. 'AN ACT CONCERNING THE FINANCIAL RESPONSIBILITY OF BOARDS OF EDUCATION RESULTING FROM RESIDENTIAL PLACEMENTS BY THE DEPARTMENT OF DEVELOPMENTAL SERVICES', to require the Department of Developmental Services to be financially responsible for the costs associated with the residential placement of a student.

S.B. No. 1009 (RAISED) EDUCATION. 'AN ACT CONCERNING TRAINING FOR SPECIAL EDUCATION HEARING OFFICERS AND THE ADMINISTRATIVE RESPONSIBILITIES OF SCHOOL DISTRICTS REGARDING THE PROVISION OF SPECIAL EDUCATION', to require training for all special education hearing officers, to require the Advisory Council for Special Education to conduct a study about the administration and provision of special education in schools, and to require the Department of Education to develop recommendations regarding an optimal ratio of social workers to students in a school district.

S.B. No. 1010 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING REVISIONS TO ELECTION STATUTES REGARDING TRAINING FOR REGISTRARS OF VOTERS', to require the office of the Secretary of the State to, at certain conferences called by the Secretary of the State, provide registrars with training and accompanying materials on any new election laws or procedures implemented since the last such conference.
