'AN ACT CONCERNING WATER USAGE AND CONSERVATION DURING DROUGHT CONDITIONS', to require municipalities to post on their Internet web sites specific measures to be taken and activities that are prohibited during drought-related water use restriction phases and to require earlier mandatory water use restrictions during such phases that achieve a greater reduction in water use.

'AN ACT REQUIRING LOCAL APPROVAL OF CERTAIN CONSTRUCTION PROJECTS AT SILVER SANDS STATE PARK', to establish a moratorium on the construction of a maintenance garage, concession stand, viewing stand, entrance booth and other related construction projects at Silver Sands State Park in Milford until the local legislative body approves of such project or projects.

'AN ACT CONCERNING APPEALS UNDER THE FREEDOM OF INFORMATION ACT INVOLVING NOTICE OF MEETINGS', to require that an appeal of an unnoticed or secret meeting under the Freedom of Information Act be filed not later than thirty days after the appellant has actual or constructive notice of the holding of the meeting rather than notice in fact.

'AN ACT REDEFINING "PUBLIC OFFICIAL" FOR PURPOSES OF THE STATE CODES OF ETHICS', to redefine "public official" for purposes of the State Codes of Ethics to include a person appointed by a state-wide elected officer and to exclude a person appointed by a judge in a judicial matter.

S.B. No. 987 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT REVISING THE STATE CODES OF ETHICS', to amend the state code of ethics for public officials to redefine "business with which the person is associated", define "confidential information", give additional authority to ethics enforcement officers, prohibit the soliciting of gifts by those prohibited from accepting gifts, limit gift giving between supervisors and subordinates, add a reporting requirement for certain gifts to the state, exempt students who serve as public officials from certain provisions of the code, require certain human resources personnel to report suspected ethics violations and to make other revisions to the code.

'AN ACT CONCERNING APPOINTMENTS TO THE CITIZEN'S ETHICS ADVISORY BOARD AND THE BOARD'S AUTHORITY IN ETHICS ENFORCEMENT PROCEEDINGS', to amend the Codes of Ethics to permit reappointments to the Citizen's Ethics Advisory Board and remove certain requirements for appointments, to require certain board hearings to be held in accordance with the Uniform Administrative Procedure Act, to modify the restriction on political contributions made by board members and Office of State Ethics employees, to permit volunteer and unpaid state service of former board members and to make other revisions concerning the board's authority and voting requirements in ethics enforcement proceedings.

'AN ACT CONCERNING THE STATE CONTRACTING STANDARDS BOARD AND REQUIREMENTS FOR PRIVATIZATION CONTRACTS', to redefine "privatization contract" and "state contracting agency", modify the quorum requirement of the State Contracting Standards Board, impose additional requirements on proposed privatization contracts and require the Auditors of Public Accounts to issue compliance reports regarding staffing levels of the State Contracting Standards Board.

'AN ACT INCREASING THE THRESHOLD FOR MUNICIPAL PUBLIC WORKS CONTRACTS SUBJECT TO THE SET-ASIDE PROGRAM', to increase the threshold for municipal public works projects subject to the set-aside program for small contractors and minority business enterprises to be consistent with the thresholds for municipal public works projects subject to prevailing wage requirements.

'AN ACT MAKING REVISIONS TO STATUTES CONCERNING THE DEPARTMENT OF ADMINISTRATIVE SERVICES', to make revisions to a statute concerning the State Marshal Commission; change the deadline for municipalities to notify the Department of Administrative Services of their interest in purchasing surplus real property; permit the department to determine the best method of disposing of such property, including offering it to abutting landowners; expand the department's authority to grant easements; expand the existing exemption from certain emission, gas mileage and other standards for state fleet vehicles to include all emergency vehicles; modify the threshold for separate specifications for classes of work; and make other minor revisions.

'AN ACT CONCERNING THE REDUCTION OF CERTAIN LAND-BASED MARINE AND FRESHWATER DEBRIS', to decrease several of the principal sources of marine debris in the state, including bottle caps, nip bottles, plastic straws, plastic utensils and cigarette butts and promote awareness of the problems caused by marine debris while providing educational information on how to minimize such marine debris.

S.B. No. 996 (RAISED) ENVIRONMENT. 'AN ACT ESTABLISHING A BOTTLE RECYCLING FEE IN LIEU OF A REFUNDABLE DEPOSIT', to replace the redemption fee on bottles with a recycling fee, similar to the state of Delaware, and have such bottles recycled through curb-side recycling rather than redemption centers and use the funds from such recycling fee to, in part, fund the reuse of such bottles in the state.

'AN ACT CONCERNING CONNECTICUT'S KELP INDUSTRY AND THE STATE'S BIODIESEL BLENDING AND CLASS I RENEWABLE ENERGY SOURCE REQUIREMENTS AND NITROGEN CREDIT EXCHANGE PROGRAM', to develop and expand the kelp farming industry in Connecticut, which may serve as a source of employment, biodiesel fuel and decreased nitrogen levels in Long Island Sound.

'AN ACT CONCERNING THE SOLICITATION OF HIGH-PRIORITY REGULATORY CONCERNS BY THE COMMISSIONER OF ENERGY AND ENVIRONMENTAL PROTECTION FROM A STATE-WIDE BUSINESS ORGANIZATION', to require the Commissioner of Energy and Environmental Protection to solicit certain regulatory concerns of businesses in the state.

'AN ACT CONCERNING PERMITTING PROCEDURES FOR WASTE CONVERSION FACILITIES AND THE USE OF COW MANURE IN ANAEROBIC DIGESTION FACILITIES', to facilitate the permitting of waste conversion facilities, educate farmers on the benefits of using digestate from anaerobic digestion facilities and facilitate the use of cow manure in such anaerobic digestion facilities.
