'AN ACT ADOPTING THE CONNECTICUT UNIFORM RECOGNITION OF SUBSTITUTE DECISION-MAKING DOCUMENTS ACT AND REVISING THE CONNECTICUT UNIFORM POWER OF ATTORNEY ACT', to: (1) Adopt the Connecticut Uniform Recognition of Substitute Decision-Making Documents Act, (2) revise the Connecticut Uniform Power of Attorney Act by (A) providing that forms that are substantially in the form of the statutory short form or long form may be used, and (B) adding provisions concerning intellectual property interests and access to digital devices, digital assets, user accounts and electronically stored information, and (3) ensure that a validly executed power of attorney may be used to convey land.

'AN ACT CONCERNING RECOMMENDATIONS BY THE OFFICE OF THE STATE FIRE MARSHAL REGARDING THE STATE FIRE PREVENTION CODE AND LICENSES FOR DEMOLITION', to amend statutes regarding the State Fire Prevention Code and licenses for demolition, and to delete provisions (1) requiring the adoption of certain regulations, (2) concerning reports by the State Fire Marshal and fees for investigations by local fire marshals, and (3) concerning egress from workshops and manufactories and the liability of building owners.

S.B. No. 893 (RAISED) COMMITTEE ON CHILDREN. 'AN ACT CONCERNING REVISIONS TO CERTAIN STATUTES REGARDING THE DEPARTMENT OF CHILDREN AND FAMILIES', to (1) require or permit the Department of Children and Families to disclose certain records to certain individuals and entities without the consent of the persons who are the subjects of such records, (2) permit such department to charge a fee for the disclosure of certain records exceeding one hundred pages in length, (3) eliminate such department's Subsidy Review Board and replace such board with the provision of a hearing in accordance with chapter 54 of the general statutes, (4) require the Commissioner of Children and Families to notify certain agencies of child abuse and neglect investigations pertaining to certain employees of such agencies, and (5) require such commissioner to adopt regulations setting forth standards for the licensing of child care facilities and child-placing agencies.

'AN ACT ESTABLISHING THE STATE OVERSIGHT COUNCIL ON CHILDREN AND FAMILIES', to establish the State Oversight Council on Children and Families in place of the State Advisory Council on Children and Families, and require the State Oversight Council on Children and Families to report annually to the joint standing committee of the General Assembly having cognizance of matters relating to children.

'AN ACT CONCERNING THE DEPARTMENT OF CHILDREN AND FAMILIES' STANDARDS AND REPORTING REQUIREMENTS', to (1) require the Commissioner of Children and Families to establish protocols for the investigation of reports of child abuse or neglect of children from birth to three years of age, (2) issue certain reports to the Superior Court when a child or youth is committed to such commissioner, and (3) report annually to the joint standing committee of the General Assembly having cognizance of matters relating to children regarding foster care licensing practices.

'AN ACT CONCERNING ELIGIBILITY FOR ELECTORS TO VOTE BY ABSENTEE BALLOT', to expand eligibility for absentee ballot voting to any elector who is absent from his or her town of voting residence for any reason and at any time during the hours of voting at an election, primary or referendum.

'AN ACT CONCERNING MODIFICATIONS AND REVISIONS TO ELECTION ADMINISTRATION LAWS', to (1) classify as "unassigned" the multiple votes an elector may cast on the ballot for cross-endorsed candidates, (2) require the Secretary of the State to publish and archive on the Internet any declaratory ruling, opinion or interpretation of the Secretary concerning any regulation or instruction for the conduct of elections, (3) make changes to current practices of training registrars of voters, (4) require selection of districts for audit to take place within seventy-two hours after an election or primary, (5) permit the Secretary to consult experts in the field of election administration technology in reviewing certain electronic devices used at elections, (6) require the Secretary to provide training on any new technology to be used at an election prior to such election, and (7) clarify dates certain after which new enrollees in a party may not be used computing the number of signatures required on nominating petitions.
