'AN ACT PERMITTING THE DEPARTMENT OF DEVELOPMENTAL SERVICES TO REALLOCATE AN UNALLOCATED BUDGET SURPLUS TOWARD SERVING THOSE ON WAITING LISTS FOR DEPARTMENT SERVICES OR TO RETAIN SUCH UNALLOCATED SURPLUS FOR SERVICES EXPENDITURES', to allow the Department of Developmental Services to capture a certain percentage of its unallocated budget surplus when it achieves savings by providing cost-effective, community-based services for people with disabilities and to reallocate such surplus toward serving more families on department waiting lists.
