"AN ACT ESTABLISHING A PRIVATE RIGHT OF ACTION IN THE DUTY TO PROMOTE FAIR HOUSING AND REQUIRING A STUDY OF CONNECTICUT'S HOUSING INVENTORY AND CURRENT AND FUTURE HOUSING NEEDS. "

Strike everything after the enacting clause and substitute the following in lieu thereof:

"Section 1. Section 8-37cc of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2017):

(a) Each housing agency, as defined in section 8-37aa, shall, within available resources and to the extent practicable, serve households with incomes less than fifty per cent of the area median income, including households with incomes less than twenty-five per cent of the area median income. In administering its programs each housing agency shall attempt to serve households in the lower range of the income group for which the housing program was developed.

(b) Each housing agency shall affirmatively promote fair housing choice and racial and economic integration in all programs administered or supervised by such housing agency.

(c) Not later than December 31, 2017, and annually thereafter, each housing agency, as defined in section 8-37aa, shall report, in accordance with the provisions of section 11-4a, to the joint standing committees of the General Assembly having cognizance of matters concerning housing, local governments and urban renewal regarding the affirmative promotion of fair housing pursuant to the most recent Analysis of Impediments to Fair Housing Choice, Assessment of Fair Housing or successor reports of the United States Department of Housing and Urban Development and the reporting of the location of subsidized housing via opportunity mapping analysis, as specified in section 8-348."

This act shall take effect as follows and shall amend the following sections:
