The Senate was called to order at 10: 30 a. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

The prayer was offered by Acting Chaplain, Kathy Zabel of Burlington, Connecticut.

The following is the prayer:

Pursuant to Senate Rule 9(f) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Republican Leader.

It is hereby moved that Senate Agenda Number 1, dated April 20, 2017, is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

S. B. No. 6 (COMM) FINANCE, REVENUE AND BONDING. 'AN ACT EXEMPTING SOCIAL SECURITY BENEFITS FROM THE PERSONAL INCOME TAX', to fully exempt Social Security benefits from the personal income tax.

S. B. No. 273 (COMM) FINANCE, REVENUE AND BONDING. 'AN ACT EXEMPTING CERTAIN PERSONAL PROPERTY AND SERVICES PURCHASED OR USED BY A WATER COMPANY FROM THE SALES AND USE TAXES', to exempt from the sales and use taxes certain personal property and services purchased or used by a water company.

S. B. No. 416 (COMM) FINANCE, REVENUE AND BONDING. 'AN ACT LIMITING THE AGGREGATE AMOUNTS OF GENERAL OBLIGATION BONDS THAT MAY BE ISSUED BY THE STATE', to limit (1) the authorization of issuance of general obligation bonds by the State Bond Commission to not more than two billion dollars in a calendar year, and (2) the issuance of general obligation bonds by the Treasurer to not more than two billion dollars in a fiscal year.

S. B. No. 734 (COMM) FINANCE, REVENUE AND BONDING. 'AN ACT ESTABLISHING A TAX DEDUCTION FOR CONTRIBUTIONS TO A CITIZENS IN NEED ACCOUNT', to establish a citizens in need account to receive charitable contributions to assist residents of this state who have had their benefits from state social services programs administered by the Department of Social Services reduced due to state budgetary constraints, and to provide a state tax deduction at the rate of two hundred per cent of the amount contributed to said account.

S. B. No. 1054 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING VARIOUS TAX RATES, THE USE OF CERTAIN TAXES AND FEES FOR TOURISM AND OTHER PROGRAMS, ESTABLISHING THE MENTAL HEALTH COMMUNITY INVESTMENT ACCOUNT AND CONCERNING THE PURPOSE OF THE CAPITAL REGION DEVELOPMENT AUTHORITY', to (1) establish an occupancy tax rate of ten per cent on bed and breakfast establishments, (2) dedicate a portion of the occupancy sales and use taxes on hotels and lodging houses to promoting and developing state tourism, (3) implement a fee on passenger motor vehicle registrations, for which individuals receive free parking at state parks, to be used for state parks and state campgrounds, the Council on Environmental Quality, fish hatcheries and the pheasant stocking program, (4) establish the mental health community investment account and allow taxpayers to contribute any part of a refund to such account, (5) increase certain personal income tax rates, and (6) expand the purpose of the Capital Region Development Authority to actively and directly participate in stimulating economic development in the capital region.

S. B. No. 1055 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING STRANDED TAX CREDITS AND STRATEGIC ECONOMIC DEVELOPMENT', to (1) establish additional methods for businesses to exchange certain stranded tax credits by investing in capital projects in the state, in technical education initiatives or in the business's corporate venture fund, (2) allow the film production tax credit to be claimed against the sales and use taxes, for a fee to fund technical education initiatives, and (3) allow the estate of a decedent who dies on or after January 1, 2021, to reduce the estate tax liability for certain amounts invested pursuant to a tax credit auction.

S. B. No. 1056 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT ESTABLISHING A WORKING GROUP TO DEVELOP A PLAN TO FOSTER THE MICROBIOME SECTOR IN THE STATE', to establish a working group to develop legislative and programmatic initiatives to foster the microbiome sector in the state.

S. B. No. 1057 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT AUTHORIZING AGREEMENTS TO ESTABLISH AN AUTOMATED SALES TAX COLLECTION PROCESS', to authorize the Commissioner of Revenue Services to enter into agreements with electronic payment processing companies to establish an automated sales tax collection process.

S. B. No. 1058 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING THE IDENTIFICATION OF EMERGING ECONOMIC TRENDS', to require the CTNext board of directors to issue a request for proposals to enter into an agreement with a private research organization to advise, guide and assist the state in short-term and long-term strategic economic planning.

H. B. No. 5237 (COMM) FINANCE, REVENUE AND BONDING. 'AN ACT REQUIRING A STUDY OF THE EARNED INCOME TAX CREDIT', to require the Commissioner of Revenue Services to study the income requirements applicable to the earned income tax credit and monthly distribution of a personal income tax refund resulting from the application of said credit.

H. B. No. 6553 (COMM) FINANCE, REVENUE AND BONDING. 'AN ACT REQUIRING A SERVICE IMPROVEMENTS FEASIBILITY STUDY OF THE DANBURY RAIL LINE', to require the Commissioner of Transportation to evaluate and submit a report on the financial and operational feasibility of service improvements on the Danbury branch line of the New Haven Line.

H. B. No. 6557 (COMM) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING A STUDY OF THE LEGISLATIVE BOND AUTHORIZATION PROCESS', to establish a working group to study the bond authorization process and develop criteria for the legislative finance committee to use to evaluate and prioritize future bond authorizations.

H. B. No. 7322 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING STATE AND LOCAL REVENUE', to (1) increase the rate of the sales and use taxes and repeal certain exemptions, (2) impose a rate of fifty-five per cent for state-owned real property and college and hospital property for the purposes of grants in lieu of taxes payments, (3) require regional councils of governments to submit collaboration plans and establish a regional collaboration account to fund such plans, (4) make various revisions to methods of funding municipalities and municipal projects, (5) make an allocation adjustment to the municipal revenue sharing account, (6) increase the uniform municipal assessment rate, and (7) increase certain municipal filing fees.
