The Senate was called to order at 10: 45 a. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

The prayer was offered by Acting Chaplain, Kathy Zabel of Burlington, Connecticut.

The following is the prayer:

We give thanks for the good things of this world, and for the power of choice, for this is the beauty of life.

Pursuant to Senate Rule 9(f) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Republican Leader.

It is hereby moved that Senate Agenda Number 1, dated April 6, 2017, is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

S. B. No. 1048 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT REDUCING THE RATE OF SALES AND USE TAXES ON VESSELS', to reduce the rate of sales and use taxes on vessels.

H. B. No. 7316 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING EVALUATION OF BUSINESS ASSISTANCE AND INCENTIVE PROGRAMS', to (1) specify the inclusion of evaluation of business assistance and incentive programs in the Commissioner of Economic and Community Development's annual report, (2) require the Auditors of Public Accounts to conduct performance audits and evaluations of such programs and report, and (3) require the legislative appropriations, finance and commerce committees to hold public hearings on such report and auditors' findings.
