The Senate was called to order at 10: 45 a. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

The prayer was offered by Acting Chaplain, Kathy Zabel of Burlington, Connecticut.

The following is the prayer:

Teach us the secret of loving. Help us to love one another and not put off until tomorrow the loving words we can say today.

Pursuant to Senate Rule 9(f) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Republican Leader.

'AN ACT CONCERNING THE APPLICABILITY OF THE FILM PRODUCTION TAX CREDIT AND THE SALES AND USE TAXES EXEMPTION FOR SERVICES RENDERED BETWEEN CERTAIN PARENT COMPANIES AND SUBSIDIARIES', (1) To allow the film production tax credit to be claimed against the sales and use taxes and limit the amount of such credit if such credit is sold, assigned or otherwise transferred and claimed against said taxes, and (2) to decrease from one hundred per cent to at least eighty per cent the controlling interest in a subsidiary of certain parent companies for purposes of an exemption from the sales and use taxes on services rendered between a parent company and a subsidiary.

S. B. No. 1047 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING TAX PREPARERS AND FACILITATORS AND THE DEPARTMENT OF REVENUE SERVICES' CHANGES TO THE TAX AND RELATED STATUTES', to regulate tax preparers and facilitators, and to implement the Department of Revenue Services' changes to the tax and related statutes.

H. B. No. 7312 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING THE DEPARTMENT OF REVENUE SERVICES' RECOMMENDATIONS FOR STATE TAXATION AND COLLECTION AND IMPROVING TAX GAP COMPLIANCE', to implement the Department of Revenue Services' recommendations for state taxation and collection and improving tax gap compliance.

H. B. No. 7313 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT IMPOSING A SURCHARGE ON INCOME DERIVED FROM INVESTMENT MANAGEMENT SERVICES', to impose a nineteen per cent surcharge on income derived from investment management services, such surcharge to take effect upon certification by the Commissioner of Revenue Services of the enactment of substantially similar legislation by New Jersey, New York and Massachusetts.

H. B. No. 7314 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING A TAX ON CERTAIN SWEETENED BEVERAGES', to impose a tax of one cent per ounce on certain carbonated and noncarbonated nonalcoholic beverages that contain added caloric sweetener, and to use such moneys for certain education and outreach programs and evaluations.

H. B. No. 7315 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING THE PURCHASE OF A REPLACEMENT MOTOR VEHICLE IN A BUYBACK PROGRAM', to specify that a payment received by an individual from a motor vehicle manufacturer under certain circumstances shall be considered an amount allowed for a motor vehicle traded in if the individual purchases a replacement motor vehicle not more than one year after receiving the payment.
