The Senate was called to order at 11: 35 a. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

The prayer was offered by Acting Chaplain, Noele R. Kidney of Ellington, Connecticut.

'AN ACT REQUIRING EXECUTIVE AND LEGISLATIVE REVIEW OF CERTAIN QUASI-PUBLIC AGENCY CONTRACTS', to increase executive and legislative oversight of quasi-public agency contracts by requiring the submission of certain contracts to the Attorney General and relevant legislative committee.

S. B. No. 424 (COMM) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT PROHIBITING THE AWARD OF STATE PUBLIC WORKS CONTRACTS TO CONTRACTORS THAT HAVE BEEN CONVICTED OF A PUBLIC ENTITY CRIME', to require contractors bidding on public works contracts to certify that they and other affiliates of the contractor have not been convicted of a public entity crime and to prohibit the prequalification or award of a public works contract to a contractor that has been convicted of a public entity crime or that has an affiliate that has been convicted of a public entity crime.

S. B. No. 483 (COMM) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT EXPANDING THE "REVOLVING DOOR" RESTRICTIONS TO PROHIBIT CERTAIN LEGISLATIVE AND EXECUTIVE BRANCH EMPLOYEES FROM LOBBYING', to expand the current "revolving door" provision to prohibit senior level legislative and executive branch employees from lobbying for one year after leaving employment.

PLANNING AND DEVELOPMENT

S. B. No. 602 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE TASK FORCE TO STUDY THE HUMANE TREATMENT OF ANIMALS IN MUNICIPAL AND REGIONAL SHELTERS', to (1) require the task force studying the humane treatment of animals in municipal and regional shelters to consider rules and regulations regarding and penalties for certain animal abuse and the failure to properly confine animals, and (2) extend such committee's reporting deadline to January 1, 2018.

S. B. No. 642 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE LYMAN DRIVE WATER MAIN PROJECT IN TORRINGTON', to extend the permissible bond amortization period for the Lyman Drive water main project in Torrington to thirty years.

S. B. No. 644 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE REGISTRATION OF MOTOR VEHICLES REGISTERED OUT OF STATE', to require the in-state registration of motor vehicles registered out of state if such motor vehicles most frequently leave from or return to or remain in one or more points within the state.

S. B. No. 649 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE ASSESSMENT OF CERTAIN FEES BY BUILDING OFFICIALS', to require building officials in certain municipalities to establish and asses a fee for the commencement of certain work without a necessary permit.

EDUCATION

S. B. No. 711 (COMM) EDUCATION. 'AN ACT INCREASING THE AMOUNT A SCHOOL DISTRICT MAY REDUCE ITS MINIMUM BUDGET REQUIREMENT WHEN IT EXPERIENCES A DECLINE IN STUDENT ENROLLMENT', to provide mandate relief by allowing school districts greater authority to reduce their education budgets when there is reduced student enrollment.

PLANNING AND DEVELOPMENT

H. B. No. 5377 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING NEIGHBORHOOD REVITALIZATION ZONES', (1) To add members of the General Assembly and elected municipal officials to the membership of neighborhood revitalization planning committees established in the neighborhoods in which such members and officials reside, eliminate the requirement that notice of the adoption of bylaws and amendments thereto by such committees be published in a newspaper, (2) to require municipalities to defend and indemnify such committees and members of such committees, and (3) to require municipalities to establish a process to request waivers of certain codes and regulations that jeopardize the implementation of such a committee's strategic plan.

H. B. No. 5592 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT REQUIRING A STUDY OF THE PLANNING, DEVELOPMENT AND FINANCING OF MUNICIPAL ENTERTAINMENT DISTRICTS', to require the Secretary of the Office and Policy and Management to conduct a study regarding the planning, development and financing of entertainment districts by municipalities.

GOVERNMENT ADMINISTRATION AND ELECTIONS

H. B. No. 5944 (COMM) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT REQUIRING PUBLIC HEARINGS ON REPORTS OF THE AUDITORS OF PUBLIC ACCOUNTS', to require that legislative committees hold public hearings on reports issued by the Auditors of Public Accounts with certain exceptions.

PLANNING AND DEVELOPMENT

H. B. No. 6008 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT ESTABLISHING AN INDEPENDENT CONSUMER ADVOCATE FOR METROPOLITAN DISTRICT OF HARTFORD COUNTY CONSUMERS', to establish an Independent Consumer Advocate to act on behalf of Metropolitan District of Hartford consumers.

H. B. No. 6463 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT ESTABLISHING A MUNICIPAL OPTION TO PROVIDE PROPERTY TAX RELIEF TO CERTAIN RESIDENTS', to authorize municipalities to establish a program of property tax relief for residents who are unable to live in their homes due to damage caused by a natural disaster or because a state of emergency has caused such residents to be displaced from their homes.

H. B. No. 6471 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING MUNICIPAL AUDITS OF SCHOOL DISTRICTS', to enhance oversight and transparency of board of education budgets.

H. B. No. 6481 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT REQUIRING THE APPRAISAL OF CERTAIN PROPERTY BY WATER COMPANIES PRIOR TO SALE', to require municipalities and water companies to conduct an appraisal of real property owned by such companies that includes or is part of a watershed or encompasses a well or reservoir, prior to the sale of such real property.

GOVERNMENT ADMINISTRATION AND ELECTIONS

H. B. No. 6568 (COMM) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT ESTABLISHING A TASK FORCE CONCERNING THE STATE CONTRACTING PORTAL', to establish a task force to review the State Contracting Portal.

H. B. No. 6664 (COMM) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING STATE CONTRACTOR REPORTING OF OCCUPATIONAL SAFETY AND HEALTH ACT VIOLATION INFORMATION', to require contractors and subcontractors applying to the Department of Administrative Services for prequalification to state whether they have had any occupational safety and health act violations.

PLANNING AND DEVELOPMENT

H. B. No. 6681 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING MUNICIPAL TAX APPEALS AND CONTINGENCY AGREEMENTS', to require persons representing property owners or lessors in certain appeals concerning real property assessments to be either attorneys or certified or provisionally licensed real estate appraisers and to prohibit contingency fee agreements in such appeals.

H. B. No. 6684 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE MATURITY DATE FOR CERTAIN MUNICIPAL BONDS', to assist urban municipalities by allowing municipalities to issue refunding and new bonds for maximum terms of thirty years.

H. B. No. 6920 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE POWERS OF MUNICIPALITIES AND REGIONAL COUNCILS OF GOVERNMENTS', to limit the availability of regional performance incentive program grants to regional councils of governments, permit municipalities to form local agricultural councils, establish certain requirements for cooperative economic development commissions and grant certain powers to regional councils of governments.

H. B. No. 6933 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT AUTHORIZING MUNICIPALITIES TO IMPOSE USER FEES ON PUBLIC AND INDEPENDENT INSTITUTIONS OF HIGHER EDUCATION', to authorize municipalities to impose annual user fees on public and independent institutions of higher education located in such municipalities.

H. B. No. 6937 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT PERMITTING MUNICIPALITIES TO INITIATE AND IMPLEMENT NONEDUCATIONAL EXPENDITURE COST-SHARING MEASURES', to permit municipalities to initiate and implement noneducational expenditure cost-sharing measures in conjunction with local or regional boards of education.

H. B. No. 6948 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING REGIONAL ECONOMIC DEVELOPMENT', to expand regional economic development opportunities by permitting economic development districts to apply for financial assistance for projects identified in such districts' regional economic development plans.

H. B. No. 6966 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE RIDING AND REGULATION OF ELECTRIC BICYCLES, CERTAIN TRAFFIC AND PARKING STATUTES AND THE ADOPTION OF MUNICIPAL ROAD DESIGN STANDARDS', to define and regulate the manufacture and use of electric bicycles, permit the parking of vehicles within twenty-five feet of intersections under certain circumstances, permit vehicles to turn left at a red signal under certain circumstances, and require the Commissioner of Transportation to update design standards for roads.
