The Senate was called to order at 10: 30 a. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

The prayer was offered by Acting Chaplain, Kathy Zabel of Burlington, Connecticut.

The following is the prayer:

We ask for patience to understand those who disagree with us, sensitivity to the needs of others, and prudence to make decisions which work toward the common good.

Pursuant to Senate Rule 9(f) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Republican Leader.

'AN ACT AMENDING THE CHARTER OF THE ODD FELLOWS HOME OF CONNECTICUT', to specify that any property tax assessed against the Odd Fellows Home of Connecticut on or after October 1, 2017, shall be calculated only on said home's otherwise taxable property exceeding twenty-five million dollars in assessed value.

S. B. No. 1043 (RAISED) JUDICIARY. 'AN ACT CONCERNING PRIVILEGED COMMUNICATIONS MADE BY VICTIMS OF HUMAN TRAFFICKING TO A HUMAN TRAFFICKING COUNSELOR', to extend the confidentiality protections afforded under section 52-146k of the general statutes to human trafficking counselors and to make conforming changes to the general statutes concerning the roles and responsibilities of human trafficking counselors.

H. B. No. 6004 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING MUNICIPAL APPLICATIONS FOR LAND USE PERMITS AND TAX ABATEMENTS', to create transparency so that municipal officials and the public have accurate information regarding the purpose of any development requiring land use, zoning or wetlands approval or for the purpose of a tax abatement.

H. B. No. 6221 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING RECOVERY OF PAYMENTS FROM COLLATERAL SOURCES BY A MUNICIPALITY WITH A SELF-INSURED HEALTH PLAN', to allow a municipality with a self-insured health plan to recover payments from collateral sources as defined in section 52-225b of the general statutes.
