The Senate was called to order at 11: 15 a. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

'AN ACT CONCERNING THE POINT SYSTEM FOR MOTOR VEHICLE VIOLATIONS', to require the Commissioner of Motor Vehicles to reduce the number of the points charged against the holder of a motor vehicle operator's license if the holder passes the knowledge test or the on-the-road skills test for a motor vehicle operator's license.

S. B. No. 264 (COMM) TRANSPORTATION. 'AN ACT REQUIRING THE DEPARTMENT OF MOTOR VEHICLES TO ENTER INTO CERTAIN SERVICE AGREEMENTS', to require the Commissioner of Motor Vehicles to (1) enter into agreements with contractors, including motor vehicle dealerships, and municipalities to issue duplicate licenses and identity cards, renew licenses and identity cards and conduct registration transactions, (2) adopt regulations establishing qualifications, requirements and performance standards for such contractors and municipalities, and (3) submit annual reports regarding the status and progress of authorizing such contractors and municipalities.

S. B. No. 345 (COMM) TRANSPORTATION. 'AN ACT CONCERNING LIVERY SERVICE FOR PERSONS WITH DISABILITIES AND ELDERLY PERSONS', to allow temporary and permanent livery permit holders to use stretcher vans to transport elderly persons and persons with disabilities who must be transported on a stretcher.

S. B. No. 501 (COMM) TRANSPORTATION. 'AN ACT CONCERNING THE CONSTRUCTION OF TUNNELS FOR INTERSTATE ROUTES 84 AND 91 IN THE HARTFORD REGION', to allow the Department of Transportation to consider using federal funds to construct tunnels for Interstate Routes 84 and 91 in the Hartford region if such funds become available.

S. B. No. 655 (COMM) TRANSPORTATION. 'AN ACT INCREASING FEES REMITTED TO MUNICIPALITIES FOR MOVING VIOLATIONS', to increase the fee remitted to municipalities in which certain moving violations occur from fifteen dollars to twenty dollars.

'AN ACT CONCERNING THE ASSESSMENT OF MUNICIPAL TAXES ON CERTAIN RESIDENTIAL DWELLINGS', to require that land on which a one, two, three or four family residential dwelling is planned for construction, is under construction or has been constructed is assessed exclusive of the value of such dwelling until a certificate of occupancy is issued for such dwelling, the dwelling is used for its intended purpose or title to such dwelling is conveyed to a buyer that intends to use such dwelling for its intended purpose.

'AN ACT CONCERNING THE USE OF CHILD RESTRAINT SYSTEMS', to require that a child under eight years of age but not under five years of age be transported in a child restraint system with a five-point harness or a booster seat, a child under five years of age but not under two years of age be transported in a child restraint system with a five-point harness, a child under two years of age be transported in a rear-facing child restraint system and to prohibit the use of rear-facing child restraint systems in the front seat of vehicles with functional side passenger air bags.

'AN ACT CONCERNING OPERATING A MOTOR VEHICLE WHILE UNDER THE INFLUENCE OF MARIJUANA', to provide for a blood test to determine blood tetrahydrocannabinol (THC) content and when such content is elevated in order to determine if a person is driving under the influence of marijuana.

H. B. No. 7290 (RAISED) JUDICIARY. 'AN ACT INCREASING PENALTIES FOR DEALING SYNTHETIC DRUGS', to amend the definition of "narcotic substance" to add fentanyl and fentanyl derivatives in order to increase penalties for dealing such substances.

H. B. No. 7291 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE USE OF CELL SITE SIMULATOR DEVICES BY LAW ENFORCEMENT OFFICIALS TO CONDUCT CELLULAR TELEPHONE SURVEILLANCE', to require a law enforcement official to obtain a court order in order to conduct cellular telephone surveillance through use of a cell site simulator device.

H. B. No. 7292 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE CLASSIFICATION OF DRUGS AND CREATING DRUG DEALER CIVIL LIABILITY', to increase penalties for drug dealing by reclassifying and redefining certain drugs, to clarify the provisions concerning the dealing of prescription drugs and to create civil liability for actions of drug dealers.
