The Senate was called to order at 11: 05 a. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

The prayer was offered by Acting Chaplain, Kathy Zabel of Burlington, Connecticut.

The following is the prayer:

We pray for continued blessings and watchfulness over the concerns of this State. Continue to uphold its officials as well as its citizens in the weeks ahead.

Pursuant to Senate Rule 9(f) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Republican Leader.

It is hereby moved that Senate Agenda Number 1, dated March 7, 2017, is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

'AN ACT CONCERNING NOTIFICATION TO SCHOOLS AND INSTITUTIONS OF HIGHER EDUCATION OF RESTRAINING ORDERS, CIVIL PROTECTION ORDERS AND STANDING CRIMINAL PROTECTIVE ORDERS AFFECTING STUDENTS', to allow a person who is afforded protections under a restraining order, civil protection order or standing criminal protective order to request that the clerk of the court provide a copy of such order, or the information contained in such order, to a school or institution of higher education which he or she attends.

S. B. No. 980 (RAISED) JUDICIARY. 'AN ACT CONCERNING A VICTIM'S RIGHT TO BE REASONABLY PROTECTED FROM THE ACCUSED', to provide notice to a person protected by a restraining or protective order or foreign order of protection as to whether the subject of such order has transferred, delivered or surrendered any pistols, revolvers and other firearms or ammunition as required by law, to cause a person entering the pretrial supervised diversionary program for persons with psychiatric disabilities to immediately transfer, deliver or surrender any pistols, revolvers and other firearms or ammunition, to require a designated party, other than the defendant, to notify the victim of a crime for which the defendant applies for accelerated pretrial rehabilitation and to provide increased employment protections for employees when any order of protection has been ordered on behalf of the employee.

S. B. No. 981 (RAISED) JUDICIARY. 'AN ACT CONCERNING STRATEGIC LITIGATION AGAINST PUBLIC PARTICIPATION AND A SPECIAL MOTION TO DISMISS', to establish a special motion to dismiss in civil proceedings involving a strategic lawsuit against public participation.

S. B. No. 982 (RAISED) JUDICIARY. 'AN ACT CONFIRMING AND ADOPTING VOLUMES 1 TO 13, INCLUSIVE, OF THE GENERAL STATUTES, REVISED TO 2017', to adopt and confirm the general statutes, revised to 2017.

H. B. No. 5223 (COMM) BANKING. 'AN ACT ESTABLISHING A TASK FORCE TO STUDY METHODS TO PREVENT THE ISSUANCE OF MORTGAGES TO PERSONS WITH EXCESSIVE BLIGHT FINES OR PERSONS WHO HAVE VIOLATED NUSIANCE ABATEMENT LAWS', to study methods to prevent the issuance of mortgages to persons with excessive blight fines or who have violated nusiance abatement laws.

H. B. No. 6219 (COMM) LABOR AND PUBLIC EMPLOYEES. 'AN ACT CONCERNING COMMUNITY REENTRY BY PERSONS WHO WERE INCARCERATED', to improve the rate of successful community reentry for persons released from correctional facilities through the provision of enhanced employment opportunities.

H. B. No. 6398 (COMM) LABOR AND PUBLIC EMPLOYEES. 'AN ACT CONCERNING OCCUPATIONAL LICENSING AND PERSONS WITH CRIMINAL HISTORIES', to create equity and opportunity for economic stability for individuals with criminal histories.

H. B. No. 6663 (COMM) LABOR AND PUBLIC EMPLOYEES. 'AN ACT CONCERNING POLICE MISCONDUCT', to establish accountability for police officers by creating consequences when police officers use excessive force.

H. B. No. 6668 (COMM) LABOR AND PUBLIC EMPLOYEES. 'AN ACT CONCERNING PREGNANT WOMEN IN THE WORKPLACE', to improve workplace protections for pregnant women.

BANKING

H. B. No. 6737 (COMM) BANKING. 'AN ACT ALLOWING PURCHASERS OF REAL PROPERTY AND MORTGAGE LENDERS TO REQUIRE SELLERS OF SUCH PROPERTY TO WAIVE CONSTRUCTIVE TRUST CLAIMS', to prevent sellers of real property from asserting a constructive trust claim with respect to real property that has been sold.

LABOR AND PUBLIC EMPLOYEES

H. B. No. 6965 (COMM) LABOR AND PUBLIC EMPLOYEES. 'AN ACT CONCERNING CONNECTICUT JOBS', to create jobs in Connecticut's construction industry.

JUDICIARY

H. B. No. 7243 (RAISED) JUDICIARY. 'AN ACT CONCERNING SPECIAL MOBILE EQUIPMENT LIENS', to clarify the responsibilities of a bailee when the property being held is special mobile equipment.

H. B. No. 7244 (RAISED) JUDICIARY. 'AN ACT CONCERNING A GRANDPARENT'S RIGHT TO VISITATION WITH HIS OR HER GRANDCHILD', to allow a grandparent the right of visitation with a minor child upon demonstrating to the court that clear and convincing circumstances support the granting of such visitation.

H. B. No. 7245 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE REVISOR'S TECHNICAL CORRECTIONS TO THE GENERAL STATUTES', to make various technical changes concerning grammar, clarity and accuracy of internal references and consistency in the general statutes.
