The Senate was called to order at 11: 45 a. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

The prayer was offered by Acting Chaplain, Carmela Balducci of Deep River, Connecticut.

The following is the prayer:

Please grant our hearts grace as we come together for our deliberations. As we face many needs and challenges, give us the ability to be judicious.

Pursuant to Senate Rule 9(f) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Republican Leader.

It is hereby moved that Senate Agenda Number 1, dated March 6, 2017, is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

'AN ACT CONCERNING THE DEPARTMENT OF CONSUMER PROTECTION AND OCCUPATIONAL LICENSING', to repeal and streamline certain occupational licenses, registrations and certificates in order to remove barriers for employment while still maintaining health and safety protections for consumers.

S. B. No. 426 (COMM) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING CONTRACTS BETWEEN HEALTH CARRIERS AND HEALTH CARE PROVIDERS, AGENTS OR VENDORS, PARTICIPATING PROVIDER DIRECTORIES AND SURPRISE BILLS', to (1) prohibit contracts between health carriers and health care providers, or agents or vendors of health care providers, from proscribing disclosure of certain information, (2) require that health carriers maintain accurate, current and detailed preferred provider directories, and (3) restrict surprise bills for health care services.

S. B. No. 747 (COMM) LABOR AND PUBLIC EMPLOYEES. 'AN ACT PROHIBITING "ON-CALL" SHIFT SCHEDULING FOR EMPLOYEES', to prohibit the unfair employment practice of on-call shift scheduling.

PLANNING AND DEVELOPMENT

S. B. No. 977 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING MUNICIPAL LAND USE', to require the Secretary of the Office of Policy and Management to conduct a study regarding issues relating to municipal land use in this state.

S. B. No. 978 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGIES FOR REGIONAL ECONOMIC DEVELOPMENT DISTRICTS', to streamline the process of comprehensive economic development strategy review and approval.

H. B. No. 5590 (COMM) LABOR AND PUBLIC EMPLOYEES. 'AN ACT CREATING A TASK FORCE TO IMPROVE THE WORKFORCE DEVELOPMENT SYSTEM IN THE STATE OF CONNECTICUT', to study and improve the workforce development system in the state.

H. B. No. 6175 (COMM) INSURANCE AND REAL ESTATE. 'AN ACT CREATING A TASK FORCE TO ENSURE CONTINUED ACCESS TO AFFORDABLE AND COMPREHENSIVE HEALTH CARE COVERAGE', to ensure continued access to affordable and comprehensive health care coverage by Connecticut residents following the passage of federal legislation to repeal the Patient Protection and Affordable Care Act, if any.

H. B. No. 6212 (COMM) LABOR AND PUBLIC EMPLOYEES. 'AN ACT CONCERNING EARNED FAMILY AND MEDICAL LEAVE', to establish a paid family and medical leave system in Connecticut.

H. B. No. 6433 (COMM) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING CLINICAL PEER REVIEW PERFORMED FOR PURPOSES OF A UTILIZATION REVIEW', to require that a clinical peer who performs a clinical peer review during a utilization review be licensed in this state in the same specialty as typically manages the medical condition, procedure or treatment under review.

H. B. No. 6623 (COMM) INSURANCE AND REAL ESTATE. 'AN ACT ESTABLISHING A WORKING GROUP TO STUDY HEALTH INSURANCE PREMIUM RATE INCREASES AND DEVELOP RECOMMENDATIONS TO MITIGATE SUCH INCREASES', to establish a working group to study health insurance premium rate increases in this state and develop recommendations to mitigate such increases.

LABOR AND PUBLIC EMPLOYEES

H. B. No. 6666 (COMM) LABOR AND PUBLIC EMPLOYEES. 'AN ACT EXPANDING REMEDIES AND POTENTIAL LIABILITY FOR UNREASONABLY CONTESTED OR DELAYED WORKERS' COMPENSATION CLAIMS', to allow individuals seeking compensation for a workers' compensation claim to bring an action against an employer, insurer or third-party administrator that has unreasonably contested liability or delayed payments or adjustments of such compensation.

INSURANCE AND REAL ESTATE

H. B. No. 6887 (COMM) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING COVERAGE FOR MENTAL HEALTH CARE SERVICES AND SUBSTANCE ABUSE SERVICES PROVIDED BY CERTIFIED PEER COUNSELORS', to require that certain health insurance policies cover nonmedical mental health care and substance abuse services provided by certified peer counselors.

PLANNING AND DEVELOPMENT

H. B. No. 7242 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING MUNICIPAL PLANS OF CONSERVATION AND DEVELOPMENT', to require the Secretary of the Office of Policy and Management to conduct a study regarding the adequacy of municipal plans of conservation and development.
