The Senate was called to order at 10: 45 a. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

'AN ACT MANDATING THE IMPLEMENTATION OF THE LEARN HERE, LIVE HERE PROGRAM', to require the Commissioner of Economic and Community Development to establish the Learn Here, Live Here program, which helps students save toward a down payment on their first home in Connecticut by segregating a portion of their state income tax payments for up to ten years after they graduate.

H. B. No. 5583 (COMM) COMMERCE. 'AN ACT EXPANDING INVESTMENT ELIGIBILITY UNDER THE ANGEL INVESTOR TAX CREDIT PROGRAM', to support the growth of small businesses in Connecticut by allowing investments in additional types of businesses to qualify for an angel investor tax credit.

'AN ACT CONCERNING INTIMIDATION ON ACCOUNT OF OCCUPATION AS A PUBLIC SAFETY EMPLOYEE', to include within the offense of intimidation based on bigotry or bias the act of a person intimidating or harassing another person because such other person is a police officer, firefighter or emergency medical technician.

H. B. No. 6266 (COMM) PUBLIC SAFETY AND SECURITY. 'AN ACT CONCERNING BOXING EVENTS AND MIXED MARTIAL ARTS MATCHES', to (1) exempt professional boxing and mixed martial arts matches from the admissions tax, (2) require the holders or promoters of boxing and mixed martial arts matches to provide health insurance and death benefits to the competitors, and (3) eliminate the payment of gross receipts tax by such holders and promoters.

H. B. No. 6313 (COMM) ENVIRONMENT. 'AN ACT ESTABLISHING A TAX ON SINGLE-USE PLASTIC AND PAPER BAGS', to establish a tax for single-use carry out plastic and paper bags, use funds from such tax for environmental purposes and encourage consumers to use reusable bags.

H. B. No. 6332 (COMM) ENVIRONMENT. 'AN ACT CONCERNING FUNDING FOR ALTERNATIVE TREATMENT SEPTIC SYSTEMS', to establish a process for the approval and implementation of alternative onsite wastewater treatment systems.

H. B. No. 6354 (COMM) ENVIRONMENT. 'AN ACT AUTHORIZING HARDENED STRUCTURES BELOW THE HIGH-TIDE LINE FOR LIVING SHORELINE PURPOSES', to increase the resiliency of hardened structures below the high-tide line in severe weather conditions.
