The Senate was called to order at 10: 38 p. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

The prayer was offered by Acting Chaplain, Kathy Zabel of Burlington, Connecticut.

The following is the prayer:

We pray for continued blessings and watchfulness over the concerns of this State. Continue to uphold its officials as well as its citizens in the weeks ahead.

Pursuant to Senate Rule 9(f) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Republican Leader.

It is hereby moved that Senate Agenda Number 1, dated January 10, 2017 is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

Proposed H. B. No. 5392 REP. FUSCO, 81st DIST. 'AN ACT CONCERNING MENTAL HEALTH SERVICES TO VETERANS AND MEMBERS OF THE ARMED FORCES', to assist soldiers and veterans by creating a safety net of services to help with their transition from the military to civilian life.

Proposed H. B. No. 5393 REP. YACCARINO, 87th DIST. 'AN ACT REQUIRING A STUDY OF VETERANS SERVICES', to study the expansion of the OASIS center programming and services to all veterans regardless of enrollment at a public institution of higher education.

Proposed H. B. No. 5394 REP. YACCARINO, 87th DIST. 'AN ACT CONCERNING UNUSED TUITION WAIVERS AT PUBLIC INSTITUTIONS OF HIGHER EDUCATION AND CHILDREN OF VETERANS', to provide a tuition waiver at public institutions of higher education for any child of a veteran who did not utilize any tuition waiver to which such veteran was entitled.

Proposed H. B. No. 5395 REP. YACCARINO, 87th DIST. 'AN ACT CONCERNING CERTAIN PROPERTY TAX EXEMPTIONS FOR VETERANS', to allow all veterans to claim certain property tax exemptions.

Proposed H. B. No. 5396 REP. YACCARINO, 87th DIST. 'AN ACT CONCERNING SERVICE BONUSES FOR CERTAIN MEMBERS OF THE CONNECTICUT NATIONAL GUARD', to increase the maximum payment to certain members of the Connecticut National Guard who serve or have served in combat zones.

Proposed H. J. No. 8 REP. SRINIVASAN, 31st DIST. 'RESOLUTION PROPOSING AN AMENDMENT TO THE STATE CONSTITUTION TO PROHIBIT THE IMPOSITION OF RETROACTIVE TAXES ON BUSINESSES', to amend the state Constitution to prohibit the imposition of retroactive taxes on businesses.
