The House of Representatives was called to order at 12:02 o'clock p.m., Representative Ryan of the 139th District in the Chair.

Prayer was offered by the guest Chaplain, Savannah K. Roach of Charlotte, North Carolina.

Let us pray. Lord, we are so thankful for the many blessings that You have bestowed upon Your people. May the presence of Your Holy Spirit rest on our hearts as You guide us to make the right decisions for this State. Amen.

FINANCE, REVENUE AND BONDING

H.B. No. 7316 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING EVALUATION OF BUSINESS ASSISTANCE AND INCENTIVE PROGRAMS', to (1) specify the inclusion of evaluation of business assistance and incentive programs in the Commissioner of Economic and Community Development's annual report, (2) require the Auditors of Public Accounts to conduct performance audits and evaluations of such programs and report, and (3) require the legislative appropriations, finance and commerce committees to hold public hearings on such report and auditors' findings.

S.B. No. 1048 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT REDUCING THE RATE OF SALES AND USE TAXES ON VESSELS', to reduce the rate of sales and use taxes on vessels.
