'AN ACT ESTABLISHING A TRAINING PROGRAM FOR MENTAL HEALTH AND POST-TRAUMATIC STRESS DISORDER ISSUES IMPACTING VETERANS INVOLVED IN THE CRIMINAL JUSTICE SYSTEM', to require the Chief Court Administrator to establish a training program for judges regarding mental health and post-traumatic stress disorders affecting veterans involved in the criminal justice system.

'AN ACT CONCERNING FAMILY IMPACT STATEMENTS IN THE CASES OF DEFENDANTS WITH DEPENDENT CHILDREN', to permit criminal defendants who have physical custody of a minor child to provide the court with a family impact statement prior to sentencing for a crime for which a sentence of imprisonment may be imposed.

'AN ACT RESTORING THE CITIZENS' ELECTION PROGRAM', to (1) restrict money in state parties' federal accounts from being used on state races, (2) permit gubernatorial candidates participating in the Citizens' Election Program to raise additional funds and qualify for supplemental grants under the program, (3) eliminate grants from the Citizens' Election Fund for candidates without an opponent, (4) permit members of the State Elections Enforcement Commission to serve more than two consecutive terms, (5) maintain consistent annual funding of the Program even if the Fund is overdrawn, (6) require increased disclosure with regard to campaign consultants, (7) adjust the lottery process by which districts are randomly selected for audit, and (8) make technical changes.

S.B. No. 948 (RAISED) HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT. 'AN ACT CONCERNING DIGITAL DISCOUNTS TO REDUCE THE COST OF TEXTBOOKS AND OTHER EDUCATIONAL RESOURCES', to reduce the cost of textbooks and other educational resources.

S.B. No. 949 (RAISED) EDUCATION. 'AN ACT CREATING AN ADVISORY COUNCIL RELATING TO DIGITAL CITIZENSHIP, INTERNET SAFETY AND MEDIA LITERACY', to create an advisory council within the Department of Education relating to digital citizenship, Internet safety and media literacy.

S.B. No. 950 (RAISED) EDUCATION. 'AN ACT CONCERNING THE STREAMLINING OF THE HIRING PROCESS FOR MANUFACTURING TEACHERS IN THE TECHNICAL HIGH SCHOOL SYSTEM', to decrease the number of years of employment experience an applicant seeking teacher certification for a position at a technical high school shall complete from eight years to five years, and to require the Department of Education to provide guidance on the application process to applicants seeking teacher certification for a position at a technical high school.

S.B. No. 951 (RAISED) EDUCATION. 'AN ACT CONCERNING THE TESTING OF PUBLIC SCHOOL WATER SUPPLIES', to require each local and regional board of education to a conduct test of the water supply for any school building or facility constructed before July 1, 1986.

S.B. No. 952 (RAISED) EDUCATION. 'AN ACT CONCERNING THE SHARING OF FEDERAL FUNDING BETWEEN THE OFFICE OF EARLY CHILDHOOD AND THE DEPARTMENT OF SOCIAL SERVICES', to create a means by which the Department of Social Services shall transfer federal funds to the Office of Early Childhood for purposes of funding the Care 4 Kids child care subsidy program.

S.B. No. 953 (RAISED) EDUCATION. 'AN ACT IMPLEMENTING THE RECOMMENDATIONS OF THE TASK FORCE ON PROFESSIONAL DEVELOPMENT AND IN-SERVICE TRAINING REQUIREMENTS FOR EDUCATORS', to implement the recommendations of the task force on professional development and in-service training requirements for educators.

S.B. No. 954 (RAISED) EDUCATION. 'AN ACT CONCERNING THE DEVELOPMENT OF A PLAN FOR UNIVERSAL PRESCHOOL', to require the Department of Education, in consultation with the Office of Early Childhood, to develop a plan for universal preschool beginning in 2022.

S.B. No. 955 (RAISED) EDUCATION. 'AN ACT CONCERNING STATE ASSISTANCE TO CERTAIN UNDERPERFORMING SCHOOL DISTRICTS', to authorize the State Board of Education to appoint a district improvement officer to implement an improvement plan for a low achieving school or educational reform district.
