The House of Representatives was called to order at 11:56 o'clock a.m., Representative Ryan of the 139th District in the Chair.

Prayer was offered by the guest Chaplain, Kerri E. Malloy of Wethersfield, Connecticut.

H.B. No. 5593 (COMM) AGING. 'AN ACT FUNDING A PURCHASE FOR THE WATERBURY SENIOR CENTER', to provide the Waterbury Senior Center with funding to purchase a vehicle equipped for persons with physical disabilities.

COMMITTEE ON CHILDREN

H.B. No. 6297 (COMM) COMMITTEE ON CHILDREN. 'AN ACT CONCERNING VOLUNTARY ADMISSION TO THE DEPARTMENT OF CHILDREN AND FAMILIES', to prohibit the Commissioner of Children and Families from requesting or requiring that the parent or guardian of a child or youth admitted to the department on a voluntary basis terminate such parent or guardian's parental rights or transfer legal custody of the child or youth to the department.

AGING

H.B. No. 7058 (RAISED) AGING. 'AN ACT PROMOTING INFLUENZA EDUCATION IN MANAGED RESIDENTIAL COMMUNITIES', to provide residents of managed residential communities with information on the influenza disease.

COMMITTEE ON CHILDREN

H.B. No. 7059 (RAISED) COMMITTEE ON CHILDREN. 'AN ACT CONCERNING IMMUNIZATION EDUCATION', to require the parents or guardian of a child claiming a religious exemption from immunization to affirm that such parents or guardian participated in an immunization education program administered by the Department of Public Health.

HOUSING

H.B. No. 7060 (RAISED) HOUSING. 'AN ACT PROHIBITING THE DISCLOSURE OF IDENTIFYING INFORMATION OF DEPARTMENT OF HOUSING PROGRAM PARTICIPANTS', to prohibit the disclosure of identifying information of Department of Housing program applicants and participants other than for research or law enforcement purposes.

COMMITTEE ON CHILDREN

S.B. No. 396 (COMM) COMMITTEE ON CHILDREN. 'AN ACT CONCERNING THE CHILD FATALITY REVIEW PANEL', to require (1) the Child Advocate to serve as chairperson of the child fatality review panel, (2) such panel to assess the adequacy of the Department of Children and Families' policies and practices and the compliance by department personnel with such policies and practices, and (3) such panel to present its annual report at an informational forum.

S.B. No. 397 (COMM) COMMITTEE ON CHILDREN. 'AN ACT ESTABLISHING THE OFFICE OF THE DEPARTMENT OF CHILDREN AND FAMILIES OMBUDSMAN', to establish the Office of the Department of Children and Families Ombudsman.

INSURANCE AND REAL ESTATE

S.B. No. 807 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT INCREASING LICENSE FEES CHARGED TO, THE MINIMUM NET WORTH OF AND SECURITY MAINTAINED BY PREFERRED PROVIDER NETWORKS, AND MAKING MINOR AND TECHNICAL CHANGES TO CERTAIN INSURANCE-RELATED STATUTES', to (1) increase license fees charged to, the minimum net worth of and security maintained by preferred provider networks, and (2) make minor technical changes to certain insurance-related statutes.

S.B. No. 808 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT INCREASING THE MINIMUM AMOUNT OF INSURANCE COVERAGE REQUIRED TO ISSUE A MOTOR VEHICLE OPERATOR'S LICENSE OR CERTIFICATE OF MOTOR VEHICLE REGISTRATION', to increase the minimum amount of insurance coverage required to issue a motor vehicle operator's license or certificate of motor vehicle registration.

S.B. No. 809 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT ENABLING THE INSURANCE COMMISSIONER TO ADOPT REGULATIONS CONCERNING CREDITS FOR REINSURANCE AND MAKING MINOR CONFORMING CHANGES TO STATUTES CONCERNING REINSURANCE', to enable the Insurance Commissioner to adopt regulations concerning credits for reinsurance, and to make minor conforming changes to statutes concerning reinsurance.

S.B. No. 810 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING COST-SHARING FOR MAMMOGRAMS AND BREAST ULTRASOUNDS', to prohibit certain health insurance policies from imposing a copayment or deductible on mammograms and breast ultrasounds.

AGING

S.B. No. 811 (RAISED) AGING. 'AN ACT CONCERNING THE PATIENT BILL OF RIGHTS FOR LONG-TERM CARE RESIDENTS', to study whether the rights of patients in long-term care facilities are adequately protected for purposes of room transfers.

COMMITTEE ON CHILDREN

S.B. No. 812 (RAISED) COMMITTEE ON CHILDREN. 'AN ACT CONCERNING MENTAL, EMOTIONAL AND BEHAVIORAL HEALTH SERVICES FOR CHILDREN', to require the Commissioner of Children and Families to collaborate with the Department of Public Health and the Department of Mental Health and Addiction Services in the development of an implementation plan for meeting the mental, emotional and behavioral health needs of children.

S.B. No. 813 (RAISED) COMMITTEE ON CHILDREN. 'AN ACT CONCERNING YOUTH AGING OUT OF DEPARTMENT OF CHILDREN AND FAMILIES CUSTODY', to require the Department of Children and Families to ensure that youths who have turned eighteen years of age (1) have obtained a residence other than a homeless shelter or single-occupancy hotel prior to the discharge of such youths from the care and custody of such department, (2) are provided aftercare services, and (3) are provided notice of the discontinuation of the provision of services at least ninety days prior to such discontinuation.
