The House of Representatives was called to order at 11:32 o'clock a.m., Representative Boyd of the 50th District in the Chair.

'AN ACT PROHIBITING EMPLOYER CREDIT INQUIRIES FOR POSITIONS INVOLVING ACCESS TO CERTAIN NONFINANCIAL ASSETS', to prevent the use of credit reports by employers to deny employment to employees or prospective employees for positions involving access to certain nonfinancial assets.
H.B. No. 6520 (COMM) BANKING. 'AN ACT RAISING THE ASSET LIMITATION FOR COMMUNITY BANKS AND COMMUNITY CREDIT UNIONS', to increase the amount of assets a community bank or community credit union may have while remaining eligible for available investment funds under the program established by the State Treasurer pursuant to section 3-24k of the general statutes.

H.B. No. 7011 (RAISED) ENERGY AND TECHNOLOGY. 'AN ACT CONCERNING MUNICIPAL GAINS ON PUBLIC UTILITY POLES', to require that municipal gains be used only by a town, city, borough, fire district or the Department of Transportation.
H.B. No. 7012 (RAISED) ENERGY AND TECHNOLOGY. 'AN ACT REQUIRING INFORMATION ON THE STATE'S ENERGY COSTS COMPETITIVENESS AS PART OF THE COMPREHENSIVE ENERGY STRATEGY', to assess progress in reducing electricity and other energy costs and make recommendations to improve Connecticut's competitive position.
INSURANCE AND REAL ESTATE
H.B. No. 7013 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT ESTABLISHING STANDARDS TO ALLOW THE INSURANCE COMMISSIONER TO DESIGNATE CERTAIN DOMESTIC INSURANCE COMPANIES AS DOMESTIC SURPLUS LINES INSURERS', to establish standards to allow the Insurance Commissioner to designate certain domestic insurance companies as domestic surplus lines insurers.
PUBLIC SAFETY AND SECURITY
Proposed H.B. No. 7014 REP. MUSHINSKY, 85th DIST. 'AN ACT CONCERNING COMBINED POLICE REVIEW TRAINING PROGRAMS FOR STATE AND MUNICIPAL POLICE OFFICERS', to combine police review training programs for state and municipal police officers.
H.B. No. 7015 (RAISED) BANKING. 'AN ACT CONCERNING DEBIT CARD FRAUD AND PENALTIES FOR COLLECTION OF RENTAL PAYMENTS ON FORECLOSED PROPERTY', to revise the statutes on credit card fraud to include debit cards and to create a penalty for the improper collection of rental payments after a judgment of foreclosure.
H.B. No. 7016 (RAISED) BANKING. 'AN ACT PRESERVING THE INTERESTS OF PRIOR TITLE HOLDERS', to preserve the interests of prior title holders.
H.B. No. 7017 (RAISED) BANKING. 'AN ACT CONCERNING THE ELECTION-OF-REMEDIES THRESHOLD FOR THE REPOSSESSION OF MOTOR VEHICLES AND BOATS', to increase the election-of-remedies threshold for the repossession of motor vehicles and boats.
H.B. No. 7018 (RAISED) BANKING. 'AN ACT CONCERNING LICENSING REQUIREMENTS FOR CONSUMER COLLECTION AGENCIES', to further protect Connecticut consumers from consumer collection agency and debt collection practices the Department of Banking has uncovered.
H.B. No. 7019 (RAISED) BANKING. 'AN ACT CONCERNING THE DEPARTMENT OF BANKING'S ENFORCEMENT AUTHORITY OVER MORTGAGE LENDERS, BROKERS, ORIGINATORS AND LOAN PROCESSORS OR UNDERWRITERS', to further clarify the Department of Banking's enforcement authority with respect to any mortgage lender, mortgage correspondent lender or mortgage broker, or any control person of the licensee, the qualified individual or branch manager and loan originators and loan processors or underwriters.
INSURANCE AND REAL ESTATE
S.B. No. 544 (COMM) INSURANCE AND REAL ESTATE. 'AN ACT REQUIRING PRIOR LEGISLATIVE APPROVAL OF INCREASES IN ASSESSMENTS AND USER FEES CHARGED BY THE CONNECTICUT HEALTH INSURANCE EXCHANGE', to require the Connecticut Health Insurance Exchange to receive the approval of the joint standing committee of the General Assembly having cognizance of matters relating to insurance before increasing the amount of any assessment or user fee, or implementing or changing any process used to increase the amount of any assessment or user fee.
S.B. No. 579 (COMM) BANKING. 'AN ACT CONCERNING PROTECTIONS FOR CONSUMERS APPLYING FOR REVERSE MORTGAGES', to provide consumer protections during the application process for a reverse annuity mortgage loan.
ENERGY AND TECHNOLOGY
S.B. No. 777 (RAISED) ENERGY AND TECHNOLOGY. 'AN ACT CONCERNING THE BIODIESEL BLEND REQUIREMENT FOR HEATING OIL', to alter the timing and delay provisions concerning the biodiesel blend requirement for heating oil.
S.B. No. 778 (RAISED) ENERGY AND TECHNOLOGY. 'AN ACT CONCERNING EXPENSES FOR CONSULTANTS BORNE BY TELECOMMUNICATIONS PROVIDERS', to limit the expenses for consultants borne by telecommunications providers.

S.B. No. 779 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT ELIMINATING THE MUNICIPAL SPENDING CAP', to eliminate the municipal spending cap.
S.B. No. 780 (RAISED) BANKING. 'AN ACT CONCERNING BROKER PRICE OPINIONS', to permit real estate brokers and real estate salespersons to estimate the value of real estate for a fee or other valuable consideration and to perform comparative market analyses and provide price opinions or estimates of the value of real estate.
S.B. No. 781 (RAISED) BANKING. 'AN ACT CONCERNING TECHNICAL CHANGES TO THE BANKING STATUTES', to make technical changes to certain banking statutes.
S.B. No. 782 (RAISED) BANKING. 'AN ACT REQUIRING MONEY TRANSMISSION LICENSEES TO COMPLY WITH THE CURRENCY AND FOREIGN TRANSACTIONS REPORTING ACT', to further ensure that all licensees assist federal government agencies in detecting and preventing money laundering.
