The House of Representatives was called to order at 11:35 o'clock a.m., Representative Arconti of the 109th District in the Chair.
Prayer was offered by the guest Chaplain, Bella Lefante of West Hartford, Connecticut.

Proposed H.B. No. 5195 REP. BELSITO, 53rd DIST. 'AN ACT CONCERNING THE PROVISION OF FOREIGN LANGUAGES INSTRUCTION TO YOUNG STUDENTS BY CERTAIN INSTRUCTORS', to expand the teaching of foreign languages in schools by permitting school districts to offer such courses in preschool, kindergarten and elementary school using individuals who are proficient in foreign languages but who are not certified teachers.
Proposed H.B. No. 5196 REP. SANCHEZ, 25th DIST. 'AN ACT DELAYING THE BACHELOR'S DEGREE REQUIREMENT FOR EDUCATORS AT CERTAIN EARLY CHILDHOOD EDUCATION PROGRAMS', to delay the staff qualifications requirement for educators at certain early childhood education programs.
Proposed H.B. No. 5197 REP. SANCHEZ, 25th DIST. 'AN ACT REQUIRING THE OFFICE OF EARLY CHILDHOOD TO DEVELOP A PROPOSED EARLY CHILDHOOD EDUCATOR COMPENSATION SCHEDULE', to establish an early childhood educator compensation schedule for early childhood educators that ensures the retention and recruitment of qualified educators, secures a standard of living that meets such educators' needs and reflects the true costs associated with quality standards for early childhood care and education programs.

Proposed H.B. No. 5198 REP. BELSITO, 53rd DIST. 'AN ACT ELIMINATING THE PROPERTY TAX ON MOTOR VEHICLES', to eliminate the property tax on motor vehicles.
Proposed H.B. No. 5199 REP. BELSITO, 53rd DIST. 'AN ACT TO ELIMINATE THE BUSINESS ENTITY TAX', to eliminate the business entity tax.
Proposed H.B. No. 5200 REP. BELSITO, 53rd DIST. 'AN ACT IMPOSING A TRANSACTION AND FORWARDING FEE ON STATE PENSION BENEFIT INCOME OF NONRESIDENTS', to incentivize individuals receiving a state pension to remain in the state.
Proposed H.B. No. 5201 REP. SKULCZYCK, 45th DIST. 'AN ACT CONCERNING A MORATORIUM ON NEW BOND AUTHORIZATIONS', to place a two-year moratorium, beginning July 1, 2017, on new bond authorizations, except for purposes related to emergency spending.

Proposed H.B. No. 5204 REP. CARPINO, 32nd DIST. 'AN ACT PROHIBITING THE INCREASE OF GRANTS UNDER THE CITIZENS' ELECTION PROGRAM', to eliminate the consumer price index adjustment in the amount of the grants awarded under the Citizens' Election Program.
Proposed H.B. No. 5205 REP. RILEY, 46th DIST. 'AN ACT CONCERNING AN AGREEMENT AMONG THE STATES TO ELECT THE PRESIDENT OF THE UNITED STATES BY NATIONAL POPULAR VOTE', to proceed toward implementing the interstate compact to determine the election of the President by national popular vote.
Proposed H.B. No. 5206 REP. CARPINO, 32nd DIST. 'AN ACT HALVING GRANTS FROM THE CITIZENS' ELECTION FUND', to reduce by half the amount of grants awarded to candidates participating in the Citizens' Election Program.

'AN ACT CONCERNING LEGAL PROTECTIONS FOR A PERSON WHO ENTERS AN AUTOMOBILE TO PROVIDE EMERGENCY ASSISTANCE TO A CHILD', to provide legal protections to a person who enters the automobile of another, including an entry by force, to render emergency assistance to a child.
Proposed H.B. No. 5209 REP. SKULCZYCK, 45th DIST. 'AN ACT ESTABLISHING A DEDICATED DRUG DOCKET IN NEW LONDON COUNTY', to establish a dedicated drug docket in New London County.

Proposed H.B. No. 5210 REP. SLAP, 19th DIST. 'AN ACT CONCERNING VARIOUS PAY EQUITY AND FAIRNESS MATTERS', to strengthen provisions of the law concerning pay equity and fairness.

Proposed H.B. No. 5211 REP. BELSITO, 53rd DIST. 'AN ACT REQUIRING THAT CONCRETE BE TESTED FOR PYRRHOTITE', to prevent crumbling foundations.
Proposed H.B. No. 5212 REP. BELSITO, 53rd DIST. 'AN ACT ESTABLISHING A DEDICATED TOWN ROAD AND BRIDGE FUND', to establish a dedicated town road and bridge fund, to be used by towns for the exclusive purpose of maintaining town roads and bridges in good repair.
PUBLIC SAFETY AND SECURITY
Proposed H.B. No. 5213 REP. BELSITO, 53rd DIST. 'AN ACT CONCERNING THE STATE REIMBURSEMENT FOR THE COST OF RESIDENT POLICE OFFICERS', to reimburse towns for the costs incurred when the resident state police officer provides services on state highways or outside the boundaries of such towns.
Proposed H.B. No. 5214 REP. SKULCZYCK, 45th DIST. 'AN ACT CONCERNING A CAP ON TRANSPORTATION SPENDING', to limit state spending on transportation.
Proposed H.B. No. 5215 REP. SKULCZYCK, 45th DIST. 'AN ACT EXPANDING THE "MOVE OVER" LAW', to enact "Ashley Ferguson's law" to protect drivers by requiring an operator move over one lane if traveling in the lane adjacent to where a stationary vehicle is located on the highway.
Proposed H.B. No. 5216 REP. CARPINO, 32nd DIST. 'AN ACT CONCERNING THE ISSUANCE OF A NUMBER PLATE TO COMMEMORATE STATE PARKS', to establish a commemorative number plate recognizing state parks and to provide for the operation and maintenance of state parks.
