Labor issues regarding policies and procedures in the State require updating.

He requests frontline workers be included as part of any study updating policy and procedural changes within the department. They are in a position to see the up close the reality that our worker's face and would ultimately be affected by any changes recommended.

Ray Boller, Chairman, Home Care Association of America-Connecticut

Mr. Boller does not take any position on this bill as written; however, he requested that the bill be amended with the text of last year's Bill 5368, AAC Homemaker Services and Homemaker Companion Agencies. This designates homemaker-companion agencies, registries and homemaker-home health agencies as the employers of individuals providing homemaker-companion services to consumers for purposes of unemployment compensation, workers' compensation, and wages. It would address the problems of misclassification in the home care industry.
