REASONS FOR BILL:

To increase the amount paid to Grievance Arbitrators who participate as a panel member during Executive Sessions.

Scott Jackson, Commissioner, CT Department of Labor

Commissioner Jackson submitted testimony supporting the bill which would increase the fee by $50 for arbitrators who participate in Executive Sessions which are held when determining the outcome of a grievance. There are about 65 of these sessions held yearly. Although it would only have a minimal effect, it would still have a negative fiscal impact on the budget.

Raymond D. Shea, Member, State Board of Mediation and Arbitration

Mr. Shea is a permanent member of the State Board of Mediation and Arbitration. He explained the difference between Interest Arbitration and Grievance Arbitration. While both spend the same amount of time for 'study' days, only the Arbitration members are paid. With an average of 77 Sessions with three panel members, the overall cost for this would be slightly over $11,000, he believes that it would not affect a fiscal note.
