Explanation

The amendment requires, by July 1, 2018 (FY 19) municipalities to provide single stream recycling.

This may result in costs to those municipalities not currently providing it. However, the amendment may also result in minimal savings to various municipalities (that are not currently providing single stream recycling) to the extent that single stream recycling diverts some amount of municipal solid waste (MSW) subject to tipping fees.
