Explanation

This amendment adds four types of assault to the list of crimes committed on or after October 1, 2017 that are ineligible to receive Risk Reduction Earned Credits (RREC) and results in a potential future cost to the state. To the extent that future offenders are incarcerated longer under the changes to the RREC program, potential costs for incarceration will result. On average, it costs the state $61,320 (including benefits) to incarcerate an offender for a year.

This amendment also requires the Department of Corrections Commissioner to adopt regulations regarding the RREC Program and does not result in a cost to the state or municipalities.
