Explanation

The amendment clarifies the requirements and procedures that must occur prior to an additional casino being authorized, including provisions specifying that such authorization does not relieve the tribes of their current obligation to pay a percentage of gross gaming revenues to the state. To the extent a casino is authorized, this potentially precludes a significant state revenue loss.

The amendment also allows East Windsor to fix the assessments of any real or personal property used in connection with a casino gaming facility. This precludes any increase in the town's grand list that would occur due to the development of such property.
