Explanation

The amendment reduces the potential cost in the underlying bill to certain fully-insured municipal health plans by eliminating the prohibition on step therapy and prior authorization for contraceptives from the underlying bill; thereby allowing the municipal plan to maintain their current step therapy and prior authorization policies regarding contraceptives.

In addition, the amendment allows for cost sharing for out of network services which is not anticipated to result in a fiscal impact to the state employee and retiree health plan as the services specified in the underlying bill are provided by in-network providers. It may reduce the cost to fully-insured municipal plans that provide out of network coverage for the services specified in the bill.

The amendment makes other technical changes which do not result in a fiscal impact.
