NO FISCAL IMPACT
The amendment does not result in a fiscal impact to the state or municipalities, as Access HealthCT, the state's health insurance exchange, is currently funded through assessments on health and dental insurance carriers. The amendment provides that (1) any proposed increase in the assessment or user fee of more than 15 percent in any one year period or 35 percent in any three year period, as well as (2) any proposed method or change in method used to calculate the assessment or user fee be submitted to the committees of cognizance. The underlying bill requires all proposed increases to come before the committees of cognizance.
In addition the amendment states the submitted change(s) shall be deemed approved if not acted on by the committees within 15 days. The underlying bill has a 60 day window after which the changes are deemed denied.
