Explanation

This amendment strikes the underlying bill and its associated fiscal note and replaces it with the following.

The amendment requires the Department of Corrections (DOC) to:

● Provide additional isolated confinement data.

● Provide training and wellness initiatives for DOC staff.

● Requires the DOC Commissioner to study and submit a report on the use and oversight of all forms and phases of housing for inmates on restrictive housing status.

The DOC has the expertise to perform these additional duties and this amendment results in no fiscal impact to the state.
