Explanation

This amendment reduces the cost of the underlying bill by allowing eligible inmates sentenced before October 1, 1994 to receive Risk Reduction Earned Credits (RREC). This would affect 316 inmates by letting them reduce their prison sentence with RREC credits. To the extent that inmates would receive RREC credits it would result in a cost reduction to the underlying bill. On average, it costs the state $61,320 (including benefits) to incarcerate an offender for a year.
