Explanation

The amendment prohibits a state agency from constructing a firearms training facility in any town unless residents of such town conduct a referendum to approve such construction.

There is a one-time cost associated with a referendum, estimated to be less than $5,000. This cost is associated with printing ballots, hiring poll workers, and any overtime for police to provide security at polling sites.
