The amendment transfers duties related to the approval of grant applications and payment of grants for the Citizens' Election Program (CEP) from the State Elections Enforcement Commission (SEEC) to the Department of Administrative Services (DAS). This would require the transfer of sixteen positions and approximately $1.4 million dollars from SEEC to DAS.
