Explanation

The amendment makes numerous changes to the underlying bill regarding the Citizens' Election Fund (CEF) including: (1) requiring candidates for Lieutenant Governor to join with candidates for Governor during the nomination and election process, (2) eliminating the existing primary election grant for the Lieutenant Governor, (3) eliminating party-dominant grants for primary elections, and (4) adjusting grant amounts as well as individual, aggregate, personal fund contributions, and adjourned election limits.

Based on data from the most recent election cycles, this amendment is estimated to result in savings of approximately $17 million dollars in the November 2018 election cycle, which covers two fiscal years.
