"AN ACT CONCERNING THE REGULATION OF GAMING AND THE AUTHORIZATION OF A CASINO GAMING FACILITY IN THE STATE. "

Strike subsection (b) of section 14 in its entirety and substitute the following in lieu thereof:

"(b) MMCT Venture, LLC, is authorized to conduct authorized games at a casino gaming facility at 171 Bridge Street, East Windsor, Connecticut, provided the electors of the town of East Windsor approve by referendum the operation of such casino gaming facility. Not later than fifteen days after the effective date of this section, the town clerk of the town of East Windsor shall publish notice in a newspaper having a general circulation within such town (1) that MMCT Venture, LLC, proposes to conduct authorized games at a casino gaming facility at 171 Bridge Street, East Windsor, Connecticut, and (2) the time that a referendum shall be held on the question of approval of such casino gaming facility. The question of the approval of the operation of such casino gaming facility shall be submitted to the electors of such town at a special election called for such purpose to be held not less than fifteen nor more than forty-five days after such publication, in conformity with the provisions of section 9-369 of the general statutes, or at a regular town election if such election is to be held more than forty-five but not more than ninety days after such publication, such question shall be so submitted and the vote shall be taken in the manner prescribed by said section. If, upon the official determination of the result of such vote, the majority of those voting on the question disapprove of the operation of such casino gaming facility, any authorization provided under this section shall cease to be effective. All costs incurred by the town in connection with such referendum shall be paid to the town by MMCT Venture, LLC. "
