"AN ACT ESTABLISHING THE 7/7 PROGRAM TO ENCOURAGE THE REDEVELOPMENT OF BROWNFIELDS AND UNDERUTILIZED PROPERTY. "

After line 147, insert the following:

"(i) Notwithstanding the provisions of subsections (e) to (h), inclusive, of this section, a 7/7 participant may receive the benefits provided under said subsections only when the most recent November consensus revenue estimate, issued pursuant to subsection (a) of section 2-36c of the general statutes, forecasts a surplus for the current biennium. "
