AN ACT CONCERNING THE RECOUPMENT OF STATE COSTS ATTRIBUTABLE TO LOW WAGE EMPLOYERS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to require employers with over five hundred employees in the state and franchisors who, combined with their franchisees, collectively employ at least five hundred employees in the state, to pay a quarterly fee to the Commissioner of Labor based in part on the number of hours worked by employees who were paid on average less than fifteen dollars per hour during the quarter.

Statement of Purpose:

To recoup state costs relating to services provided to workers who earn a low wage.
