REASONS FOR BILL:

To increase and improve communications between the Department of Children and Families and the Judicial Branch regarding children committed to Department of Children and Families care by the Superior Court & to strengthen the protection of children ages birth to three.

RESPONSE FROM ADMINISTRATION/AGENCY:

Joette Katz, Commissioner, Department of Children and Families: Testified in support of the bill. Appreciates the requirement to establish protocols for investigating and has, in April 2016, published and disseminated Early Childhood Practice Guide. As to the annual report requirement; DCF suggests that be changed to a one-time report due to, currently DCF has over 30 annual reports required by statute and has concerns about resources required to produce such reports.

Christine Rapillo, Director of Delinquency Defencse & Child Protection, Office of the Chief Public Defender: Testified in support of the bill. This bill would require DCF to provide the court with reports on the child's placement and developmental needs ensuring that everyone involved in the case is informed.
