REASONS FOR BILL:

This bill aims to transfer oversight and regulatory obligations ( along with fees generated by licensing) over bingo games, bazaars and raffles from DCO to local municipalities. Currently DCP process requires duplicative oversight with both state and municipal permits necessary to conduct these raffles. This bill aims to streamline the permit process and lighten the paperwork required.

RESPONSE FROM ADMINISTRATION/AGENCY:

Jonathan Harris, Commissioner of Consumer Protection. This bill will reduce the staff at DCP and will allow them more time to perform other core functions within the agency.

Connecticut Conference of Municipalities. Do not take any action on this bill. We do not know if this bill will have a neutral impact on our towns.

Sean Corbello, A1 Games. I oppose the bill because it will make significant and material changes to our existing charitable games laws regarding Bingo. The changes are ill-conceived and would lead to confusion amongst charitable organizations. Municipalities world not have consistent Bingo licensing and enforcement and the general public would be unsure on how to be properly licensed to conduct Bingo. This would have the unintended consequences of perpetrating an environment ripe for fraud.
