REASONS FOR BILL:

The reason for the bill is to encourage regional economic development and put more stringent requirements on what is defined as a regional economic development commissions that are eligible for state resource acceptance.

OPM would like to recommend that the final draft language reflect the new requirements for the Regional Economic Development Districts in CGS 588FF

NATURE AND SOURCES OF SUPPORT:

Northeastern Connecticut Council of Governments (NECCOG):

NECCOG states that current statues go against the nine state authorized regional councils of government by allowing economic development commissions to be eligible for regional effort funding. They state that this flies in the face of why Connecticut authorized regional economic development districts and undermines the authority Connecticut has granted regional councils of government. NECCOG also provided extensive language proposals in their testimony, asking for statue changes to bring Connecticut into compliance with federal definitions of distressed communities.
